Finance Department Receives Certificate of Excellence in Financial Reporting
The Dare County Department of Finance was awarded the prestigious Certificate of Excellence in Financial Reporting – the highest form of recognition in government accounting and financial reporting – by the Government Finance Officers Association for the 31st consecutive year.
The Department of Finance received the award in recognition of its comprehensive annual financial report for the fiscal year ended June 30, 2021. Dare County Board of Commissioners Chairman Bob Woodard presented the award to the County Chief Financial Officer of Dare, David Clawson, and Deputy Chief Financial Officer, Sally DeFosse. at the Dare County Board of Commissioners meeting held at 9:00 a.m. Wednesday, October 5, 2022.
The Certificate of Achievement for Excellence in Financial Reporting program was established by the Government Finance Officers Association in 1945 to encourage state and local governments to go beyond minimum requirements by preparing a comprehensive, fully transparent annual financial report. and also embodies the spirit of full disclosure to the community it serves.
In order to qualify for the Certificate of Achievement for Excellence in Financial Reporting, the Dare County Department of Finance is responsible for taking an assortment of complex financial information and turning it into a single, comprehensive document that citizens can not only to access but also to navigate and understand, regardless of their level of familiarity with financial concepts.
Producing a comprehensive annual financial report that meets the high requirements to be considered for the award is no small feat, and therefore represents a significant achievement by a local government and its management, especially when done every year for more than three decades. .
“It should come as no surprise to anyone here today that Dare County has received the Certificate of Excellence in Financial Reporting every year since David Clawson began serving as Chief Financial Officer,” Woodard commented during the award presentation. price. “I cannot speak highly enough of David and the incredibly talented team of qualified individuals he has assembled to form our finance department. His own in-depth knowledge of the intricacies of Dare County finances is second to none, and his experience and dedication to ensuring the financial health of our county is also unmatched.

Woodard also praised DeFosse for the pivotal role she plays in producing the award-winning report each year.
“In her role as Deputy Chief Financial Officer, Sally is responsible for performing many duties directly related to the development of Dare County’s budget each fiscal year, as well as the creation of the county’s comprehensive annual financial report,” said Woodard said. “His contributions to the Department of Finance – and to Dare County as a whole – are enormous, and his efforts are absolutely essential.”
